TSM's - Tenant Satisfaction Measures

Published: 29 January 2026

All Blackpool Council tenants will soon receive the Tenant Satisfaction Measures (TSM) survey to ask for their views on how we are performing.

The Tenant Satisfaction Measures were introduced by the Regulator of Social Housing (RSH) in 2023 and the survey contains the questions we must ask tenants.

Once the results have been collated we, along with all other social housing landlords, are required to publish a range of standard tenant satisfaction information which will include the results from this survey.

Information from the survey will be used to help us develop plans to improve our services to our tenants.

The questions include topics on:

  • Overall satisfaction
  • Repairs & maintenance
  • Property quality
  • Resident empowerment
  • Complaint handling
  • Neighbourhoods/Anti-Social Behaviour

Each tenant will be asked to complete the survey using their unique reference number which can be found on the covering letter/email that they will shortly receive. Surveys are being sent in a range of formats tailored to individual communication preference and/or need.

The closing date for surveys is 28th February 2026 and tenants who give their permission will be entered into a free prize draw for a chance to win Love 2 Shop vouchers.

If you have received a survey and you have any queries or need assistance to complete it please contact Blackpool Council's Housing Standards and Compliance Manager on 01253 477762 or email Housing.Strategy@blackpool.gov.uk with your details.

Please note that the TSM survey only applies to tenants so leaseholders and resettlement customers will not be contacted on this occasion.
