The Warm and Healthy Homes project

Everyone has the right to live in a warm, decent, safe and secure home.
Last updated: 20 January 2026

The Warm and Healthy Homes project launched on 1st December 2021, in partnership with Cadent and Cadent Foundation. Supporting households of all tenures, Care & Repair's free service helps to ensure Blackpool residents can save money and stay warm at home.

Clients will receive an assessment of their needs by a Caseworker and the following support can be provided, tailored to each individual:

Affordable warmth advice and assistance, including; warm homes discount, priority services register, understanding and reducing fuel bills, energy efficiency, budgeting money, dealing with fuel debt, fuel incentives, tariff differences, switching, smart meters, green measures, addressing damp and more.

Support to access funding for various measures as required, including; boiler servicing, repairs, replacements, green measures, emergency heaters, double glazing, draught excluders, winter warm packs, fuel top-ups, essential household goods, food parcels and more.

Support to access broader health and wellbeing services, including; befriending, community activities, employment support, volunteering, mental health services, advocacy, adult learning and more.

A discretionary emergency fund is available which will be used in conjunction with any other funding available, to assist homeowners on a low income and/with a medical condition/disability to repair or replace their heating, gas and electrical appliances.

Since its launch in 2021, the Warm & Healthy Homes Project has built strong partnerships with a wide range of organisations and frontline services, all dedicated to supporting individuals in need. By working collaboratively with our partners, the project has been able to maximise the reach and impact of support services, connect with more vulnerable residents and deliver a trusted, person-centred service. To date, the project has secured over £500,000 in funding for vulnerable customers and has supported approximately 1,500 residents.

Following the success of the initial initiative, Cadent have continued to fund the Warm & Healthy Homes Project and in recognition of its significant positive social impact, the project was honoured with winning the "Easier Warmth" award in the Medium Organisation category at the Cadent Congratulates Sustainability Awards during 2025.

Over the past year, The Warm & Healthy Homes Project has established many partnerships with organisations such as Empowerment, Blackpool Council Household Support and Deprivation Team and The Volunteers Centre, who offer varying support services to help those in need. Working together with these organisations has allowed us to maximise support services, reach more vulnerable people, and provide a dedicated and trusted service. We secured almost £117,000 in funding for vulnerable customers and have supported 480 residents. The project has been so successful it has now been extended for a further 12 months until December 2024.
