In April 2024, the Housing Regulator published information on how social housing landlords are expected to deliver services to their tenants and communities. This includes requirements to provide safe and quality homes, as well as describing what responsibilities landlords have to their tenants.

Blackpool Council has appointed 2 members of staff to monitor that Blackpool Coastal Housing (BCH) is meeting these requirements. These are:

Health and Safety Lead

Paul Jones (Blackpool Council's Head of Property Services) is responsible for monitoring BCH's compliance with health and safety regulations.

Consumer Standards Responsible Person

Kate Aldridge (Head of Corporate Delivery Performance and Commissioning) is responsible for monitoring that BCH is meeting the requirements set out in the Consumer Standards.

This website includes information on the Social Housing (Regulation) Act 2023 and associated Consumer Standards, which is the piece of legislation that covers these requirements.

Member Responsible for Complaints

In addition to the requirements set out by the Housing Regulator, the Housing Ombudsman’s Complaint Handling Code requires landlords to appoint a Member Responsible for Complaints (MRC). The MRC plays a key role in complaints management by providing assurance to the governing body on the effectiveness of the landlord’s complaints process. This includes taking responsibility for overseeing complaint performance, analysing trends and outcomes, and presenting findings to the board or equivalent body.

Councillor Mark Smith, Cabinet Member for Housing, Public Protection and Street Scene at Blackpool Council, is the MRC for Blackpool Coastal Housing.
