Diane Bellinger
I am Chief Executive of a Housing Association in Preston employing 165 staff and managing 6,500 homes. I have worked in the housing profession for over 25 years, most of that time in the North West of England and have undertaken most housing jobs from rent collection and repairs inspection to allocations and estate management.
Before moving to Preston I was Chief Executive of a Housing Association in East Manchester prior to which I worked for many years at Wyre Borough Council and latterly Wyre Housing Association as Director of Operations.
I was born on the Fylde Coast and have a real affinity to Blackpool, having spent my childhood and formative years in the area. I am looking forward to using some of the experience I have gained in my career for the benefit of Blackpool Coastal Housing, an organisation which has great ambition and high aspirations.

Michael Buchanan
I have over 20 years experience in the gas industry, working mainly in the commercial and industrial sector on a number of projects for various blue chip clients.
I started my working life as a 15 year old apprentice with a large mechanical services company in the north of England and rose through the ranks to become a senior engineer. Then in the1990’s an opportunity to work for CORGI came along and I was asked to join as an Inspector covering the North West of the country.
From there I took various promotions leading to my appointment as Commercial Training Services Manager where I headed up the highly successful training and consultancy department, providing technical and non-technical training and consultancy services to clients both internal and external to the gas industry.
Early in 2007 I set up my own company, HeatPlan Limited, which provides gas heating equipment servicing and maintenance for both domestic and commercial clients. I hold an MBA and am a member of the Institute of Gas Engineers and Managers, Chartered Institute of Building, the Institute of Domestic Heating and Environmental Engineers and the Chartered Management Institute.

Carol Hall
I am the Business Manager of Salford Specialist Housing Services and have overall responsibility for the management and development of a cross tenure housing adaptations service. I work as part of Salford’s integrated disability service.
I have worked in social housing for over 20 years and prior to my appointment as Business Manager in November 2006, I was a Group Housing Manager with New Prospect Housing Ltd, responsible for the delivery of a customer focused housing management service in a diverse and challenging environment.
I bring a range of experiences to the Board, including strong management skills, an understanding of the issues and challenges facing Blackpool Coastal Housing and it’s customers and a commitment and enthusiasm to ensure that Blackpool Coastal Housing achieves it’s objectives in securing improvements for customers and staff.

Alan Marsh
I am a retired Managing Director and Chairman, having spent 25 years within the oil industry both on and offshore, and I have worked in many overseas countries. In the course of my career I was the technical director of the M.C.A., the employer’s federation. This position included industrial relations and employment matters. I was also elected a director of L.R.S. – Lloyds Register of Shipping.
Prior to working within the oil industry I was a management consultant and a founder Director of Y.P.C., a consultancy company. I worked within many large and multi-national companies and within local authorities.
Having retired early, my wife and I moved to Fleetwood some eight years ago. I am currently a Neighbourhood Watch Co-Ordinator and PACT member and act as Vice – Chair of P.A.C. (Wyre). Additionally I am Chair of the Fleetwood Community Committee and Treasurer of the Fleetwood Action Group. I also serve on Fylde Council's standards committee as an independent member.
