Equality Impact Assessments have been developed as a tool for ensuring that equality; social inclusion and community cohesion issues can be considered when drawing up policies or proposals, which affect the delivery of services, the carrying out of functions and employment practices.
BCH is required to carry out equality impact assessments because there is a legal requirement to do so in relation to race. But they also help us:
Meet the Equality Standard for Local Government
Identify improvements to services
Avoid adopting harmful policies or procedures
Make better decisions
Identify how we can make services more accessible and appropriate
Ensure we become a better employer
BCH has adopted the Equality Impact Assessment Toolkit developed by Blackpool Council. The Toolkit has been designed to include the Impact Assessment Framework contained within the Commission for Racial Equality, Guide for Public Authorities. The toolkit has been modified to incorporate other diversity stands including age, gender, disability and sexuality.
BCH has developed a plan to review its relevant functions and policies over the next three year (2007 – 2010) in priority order based on the risk assessment. All new policies are subject to screening early in their development to ensure that any discrimination is addressed at the earliest possible point.
Equality impact assessments will help us to identify where and what type of monitoring systems need to be established so that we can capture the right kind of information to ensure we fully understand the impact of a function or policy (including how it is delivered) and how it is delivered across different groups.
