What is the Capital Improvement programme?
Capital works are those that will increase the value or lifetime of your home. It does not include day-to-day or minor repairs. The capital improvement programme is a list of capital works that we draw up each year. It lists the
estates where works will be started over the next 5 years.
The Property Services Team puts the capital improvement programme list together, and our five partners complete the works. These partners are private companies who work alongside Blackpool Coastal Housing to make sure that the capital works are completed.
Is your property included in the Capital Improvement programme?
The Property Services Team are currently compiling a programme of work and it is hoped that customers will be sent details of exact properties and improvement programmes within the next few months. Further information can also be obtained from the website as programmes are being developed.
What are the aims of the Capital Improvement programme?
The main aims of the capital improvement programme are to make sure that all of Blackpool Coastal Housing properties meet the Decent Homes Standard by 2013 and provide an improved, locally agreed standard;
What is the “Decent Homes Standard”?
The government says that all homes must be warm, weatherproof and have reasonably modern facilities in order to be decent. The Decent Homes Standard is a standard set by the government for social housing. Properties belonging to all councils must meet this standard by 2013. By then, all our homes must:
• meet the current legal minimum for housing, which at the moment is the 'Fitness Standard'
• be in a reasonable state of repair
• have reasonably modern facilities and services,
and
• give a reasonable degree of thermal comfort; in other words have effective insulation and efficient heating.
What type of works is done through the Capital Improvement programme?
Lots of different types of work are done within the capital improvement programme, but the works that we spend most money on are:
• Kitchens
• Bathrooms
• Heating
• Electrical
• External refurbishment (outside works including roofs, brickwork, doors & windows)
Some examples of other items of work are:
• fire protection
• disabled adaptations
• health and safety
• environmental works
• insulation.
How did we decide which estates to include on the 2007 / 2008 Capital Improvement programme?
Over the last 4 years Blackpool Coastal Housing (formerly landlord Services) have completed over 4,900 stock condition surveys. Using data from these surveys and comparing this to the Decent Homes guidelines our Asset Management team are developing a programme of works for the next 5
years.
Do I have to have the improvement works done?
We encourage everyone to have improvement works when they are offered because we do not know when we would be able to come back if you change your mind. However, we understand that sometimes there are reasons why you might not want works at a particular time, such as you are ill. If this happens, we will try to help out as much as we can. We will not insist that the works are done.
How can I get more involved in the Capital Improvement works?

I have been told that my repair has been passed to the Capital Improvement programme. What does this mean?
It means that the type of work that needs to be done will be included when we complete the major improvement works on your property. Unfortunately, it sometimes means that you will have to wait a while for the work to be done. However if the repair is urgent our Responsive Maintenance Team will complete the repair in the usual way.
I am a leaseholder, how will I be consulted?
Leaseholders will be notified in writing of any improvement works being carried out. This will include details of planned works and a timetable of when the works will take place. For more information please contact our homeownership Team;
